The line between a prank and harassment

The test is simple and worth stating plainly. A prank is something the other person finds funny, usually after the reveal. Harassment is something that keeps going after they have asked you to stop. The intent matters, the persistence matters more.

Some things that look like pranks are not, and it is worth being clear about which is which.

Faking a police call, faking a hospital, faking a bank or a government department, pretending to be someone they know, or sending a fake emergency message are not pranks. They are offences, and in the case of faking an emergency service, a serious one. If the reaction to the joke would be fear rather than laughter, it is the wrong category.
